Chongwe District health director, Nseluke, arrested for alleged K422,000 corruption involving own company

The Anti-Corruption Commission (ACC) has arrested and charged Dr. Mweene Nseluke, District Health Director at the Chongwe District Health Office, for alleged corruption involving more than K422,000.

Dr. Nseluke, 47, of House No. A07 Chainama Hills Hospital, has been charged with 10 counts of Failure to Declare Conflict of Interest contrary to Sections 19(3)(b) and 19(9), as read with Section 107 of the Public Procurement Act No. 8 of 2020, of the Laws of Zambia.

According to a statement issued in Lusaka on Friday by ACC Head of Corporate Communications, Timothy Moono, investigations revealed that on June 1, 2022, Dr. Nseluke, in his official capacity as District Health Director, signed a contract with Lukem Prominent Ventures—a company in which he had a personal interest.

The contract, signed on behalf of Lukem Prominent Ventures by his sister, Sinikiwe Masuka, was for the servicing and repair of Ministry of Health motor vehicles in Chongwe District.

Investigations conducted through the Patents and Companies Registration Agency (PACRA) confirmed that Dr. Nseluke is the registered owner of Lukem Prominent Ventures.

“Dr. Nseluke certified and approved payments for vehicle and motorbike services, as well as the supply of goods and services to Lukem Prominent Ventures, totaling K422,415, without declaring interest,” Moono said.

He added that Dr. Nseluke has since been released on bond and is expected to appear in court on Friday, June 20, 2025, for plea and possible commencement of trial.

“The Commission will not spare any public official who abrogates the law for selfish gains and will ensure that they face the consequences of their actions,” Moono warned.
