His Majesty King of Morocco Mohammed VI delivered on Friday 09 October 2026 a speech to the Parliament during the opening of the first session of the 12th legislature in which the King set out a comprehensive vision for the kingdom’s domestic and foreign policy.
The Sovereign reaffirmed that pride in Moroccan identity remains as deep-rooted as ever, fortified by time. He also emphasized Morocco’s stature as one of the world’s most ancient monarchies and stressed that genuine national pride under the Commandership of the Faithful is neither complacency nor vanity; rather, it is the fundamental catalyst that translates citizenship into tangible responsibility and duty.
Addressing global geoeconomics shifts, King Mohammed VI called for the launch of a new generation of major strategies, prioritising water, energy, and food security alongside industrial development, the digital economy, and artificial intelligence.
The address also underscored the need to bolster national strategic reserves and safeguard the supply of essential commodities. Furthermore, His Majesty called on the private sector to act as a principal engine of growth through bolder investment, innovation, job creation, and export expansion.
Youth development was positioned at the forefront of public policy, with calls for an integrated framework ensuring equal opportunities across education, training, and economic integration.
On local governance, the King firmly rejected any further delay in rolling out administrative deconcentration. He insisted on the full transfer of powers, funding, and civil service resources from central departments to regional authorities, enabling local institutions to address ground-level disparities and deliver responsive public services.
On the international front, the King Mohammed VI reiterated Morocco’s standing as a reliable, committed partner whilst noting that the prevailing framework governing migration cooperation is outdated and no longer fit for purpose. Highlighting the strong relations with Spain, the King observed that collaborative efforts are hampered by obsolete legal mechanisms and detached judicial rulings that obstruct the repatriation of minors and asylum exploiters.
His Majesty said that this cooperation currently faces major challenges stemming from certain outdated legal provisions and judicial rulings detached from reality, which regrettably prevent the repatriation of unaccompanied minors and individuals falsely claiming asylum status, thereby fuelling the greed of criminal networks.
In the face of irresponsible statements and blatant exploitation by certain political and media circles, The King of Morocco outlined that partnership is a political choice and a voluntary commitment which will never be subject to pressure, intimidation, or blackmail. He announced that Morocco will present its partners with a strategic blueprint aimed at mutual economic development and regional stability.
The address concluded with an appeal to Members of Parliament, reminding them that their elected mandate constitutes both a constitutional pledge and an ethical contract with the nation and its citizens.
