Kitwe council probes suspected brothel operating as massage parlour

The Kitwe City Council is investigating a suspected case of illegal activity allegedly taking place under the guise of a massage parlour in the Parklands area.

Council Public Relations Manager, Mwaka Nakweti, said in a statement on Thursday that the Department of Public Health is investigating activities at House Number 9, Mumbwa Close, off Chandamali Road, where the so-called “Divine Massage Spa” is located.

The probe followed a complaint from local residents who raised concerns about suspicious behavior at the property, including an incident where a child was reportedly found playing with what appeared to be a used condom — sparking serious public health concerns.

Nakweti disclosed that in response to the complaint, a team of health inspectors and Council Police conducted a routine inspection of the premises.

“During the inspection, 10 women believed to be under the age of 30 — including the alleged 28-year-old proprietor — were found at the property and taken to Kitwe Central Police Station to assist with investigations,” she said.

Initial findings suggested the women may be living at the premises, raising suspicion that the location could be operating as a brothel under the pretence of offering massage services.

“Kitwe City Council wishes to remind the public that under Zambian law, operating a brothel is an offence,” Nakweti said.

She cited the Penal Code Act, Chapter 87 — specifically Sections 146 to 148 — which prohibit the keeping, managing, or knowingly allowing premises to be used as a brothel.

She also referred to the Public Health Act, Chapter 295, which empowers local authorities to address public health risks, and the Local Government Act, Chapter 281, which requires that all business premises be registered and legally operated.

Nakweti said the premises had been closed in the interest of public health and safety, pending the outcome of investigations.

She emphasized the council’s commitment to safeguarding community values and working with law enforcement to ensure accountability.

“Kitwe City Council is dedicated to ensuring the wellbeing of our community while also upholding the social and moral values we all share,” she said, urging residents to report any suspicious establishments to the authorities.
