Minister of local govt, Sialubalo, blows hot over alleged inflated, substandard projects in Kasama municipal council

Minister of Local Government and Rural Development, Gift Sialubalo, has ordered the immediate realignment of the Kasama Municipal Council in Northern Province, citing poor implementation of Constituency Development Fund (CDF) projects.

The directive followed Sialubalo’s monitoring tour of various CDF initiatives in Kasama Central Constituency on Monday.

He expressed serious concern over the substandard quality and inflated costs of several projects, warning that they do not reflect value for money despite government’s significant investment in decentralised development.

“I am extremely disappointed with the quality of some of the projects being implemented under the CDF in Kasama. It is clear that there are serious lapses in supervision and accountability. Some projects are not only overpriced but have also been poorly executed. This is a disservice to the people of Kasama,” Sialubalo said.

He reaffirmed government’s commitment to decentralisation, stressing that increased CDF allocations were intended to empower communities and improve grassroots service delivery.

“The people of Kasama deserve better. Public funds must be used responsibly and must bring about tangible improvements in people’s lives. We cannot afford to allow inefficiencies or mismanagement to undermine this important programme,” he said.

The Minister directed a comprehensive review of the council’s performance and called for urgent corrective measures to enhance oversight and project implementation.

He further warned that officers found wanting would be held accountable under government procedures.

Sialubalo also urged active community participation, encouraging Ward Development Committees, councillors, and residents to monitor projects and report any irregularities to promote transparency and effective development outcomes.
