Public Procurement Authority suspends company over alleged bicycle contract delays

The Zambia Public Procurement Authority (ZPPA) has announced the suspension of Outright Ventures Limited from participating in public procurement for a period of one year.

Iñutu Mushambatwa, ZPPA Principal Officer for Public Relationns said the suspension was in relation to a contract with the Ministry of Water Development and Sanitation for the supply and delivery of 500 bicycles for Community Champions in the 10 provinces of the country.

Mushambatwa confirmed ZPPA’s decision in a statement issued in Lusaka on Wednesday.

Pursuant to section 96(g) of the Public Procurement Act No.8 of 2020, ZPPA has suspended Outright Ventures Limited from participating in public procurement with effect from 29th June, 2026.

“On 14th November, 2025, Outright Ventures Limited signed the contract for the supply and delivery of the five hundred (500) bicycles,” Mushambatwa said.

She explained that the agreed delivery period as stipulated in the contract was eight to 10 weeks, but Outright Ventures Limited failed to deliver the bicycles within the contractual time frame despite numerous reminders from the ministry.

“The suspension means the company will not be eligible to bid for or be awarded any public procurement contracts during the one-year period,” Mushambatwa stated.
