The Zambia Development Agency (ZDA) has reaffirmed its commitment to strengthening trade and investment ties with the Rwanda Development Board (RDB) and Rwanda’s Ministry of Trade and Commerce.
This was highlighted during a courtesy call by Rwanda’s Minister of Commerce and Trade, Prudence Sebahizi, on ZDA Director General Albert Halwampa in Lusaka on Saturday.
Halwampa said the two countries had much to share, particularly under the African Continental Free Trade Area (AfCFTA), with emerging opportunities in the digital economy.
“We are eager to learn from Rwanda’s progress in trade and investment. Through the Memorandum of Understanding between ZDA and RDB, we can organise a trade mission or business forum, either in Rwanda or Zambia,” Halwampa stated.

“ZDA remains open to providing information and support to further strengthen the friendship between our nations.”
He also pointed to Zambia’s investment opportunities in sectors such as energy, mining, agriculture, and tourism.
In response, Sebahizi noted that ZDA and RDB shared similar mandates and emphasised the importance of regional cooperation under AfCFTA to create value chains for Africa’s mineral wealth.
“Africa must prioritise beneficiation and value addition to its minerals to develop industries capable of exporting finished products,” Sebahizi said.
He also cited agriculture as a key sector, stressing that although Africa had the resources to feed itself, it remains a net food importer. He urged African nations to work together across the agricultural value chain to achieve food security and self-sufficiency.
Sebahizi was accompanied by Rwanda’s High Commissioner to Zambia, Emmanuel Bugingo.
The Rwandan delegation was in Lusaka to participate in the 2025 AfCFTA Digital Trade Forum.
