Zambia suspends tech firm over failed CCTV installation contract

The Zambia Public Procurement Authority (ZPPA) has suspended Eligands Technologies from participating in public procurement for one year for underperforming on a contract at Chimwemwe Level Two Hospital, the regulator said on Thursday.

The contract, valued at K66,750, involved installing 11 CCTV cameras in the hospital’s pharmacy, maternity ward, radiology unit and kitchen.

Inutu Mushambatwa, ZPPA’s Principal Officer for Public Relations, said in a statement that the authority launched an investigation in March 2026 following a complaint from the hospital.

“ZPPA established that Eligands Technologies was paid an advance payment of K36,750 and supplied cables worth K3,888, but did not install the CCTV cameras,” Mushambatwa said.

She said that under section 96(g) of the Public Procurement Act, as amended, the authority imposed the one-year suspension and directed the company to repay the advance amount minus the value of partial deliveries.

The suspension took effect on April 21, 2026.
