The Civil Aviation Authority has rolled out the Digital Safety Occurrence Reporting System to the Zambian aviation industry in a move aimed at strengthening aviation safety oversight and improving the identification and management of safety risks.
CAA Director General, Captain Derrick Luembe, said the new digital platform was expected to change how safety information was submitted and processed across the sector.
Speaking during the launch in Lusaka on Monday, Luembe said this targeted airlines, aircraft operators, service providers and other aviation stakeholders.
He said the system would enable stakeholders to report safety occurrences in a faster, simpler, secure and more efficient manner compared to previous manual processes.
Luembe said the rollout was aligned with ICAO Annex 19 – Safety Management, the international standard that placed emphasis on the collection, analysis and use of safety information to manage aviation safety risks.

“The introduction of DSORS demonstrates the Authority’s commitment to continuously strengthening Zambia’s aviation safety framework and aligning its systems with international standards and recommended practices,” Luembe said.
He added that the system would also support regulatory requirements at the national level, while noting that DSORS promotes a stronger safety reporting culture in line with ICAO Annex 19 and Zambia Civil Aviation Requirements ZCARs Part 15.
Luembe said by digitising the reporting process, the authority would be able to receive safety information more efficiently, analyse trends in real time, identify emerging risks much earlier and implement corrective actions before incidents develop into accidents.
“Every safety report, regardless of how minor it may appear, contributes to building a safer aviation system,” he said.
Luembe called on all aviation stakeholders to actively use the system and contribute to building a strong culture of reporting, learning and continuous safety improvement.
