Diaspora key to Zambia’s tax and investment drive —High Commissioner

Zambia’s High Commissioner to the United Kingdom, Macenje Mazoka, has called for stronger engagement between the Zambia Revenue Authority (ZRA) and the diaspora, saying the tax authority has a central role to play in the country’s ambition to attain middle-income status through enhanced revenue mobilisation and investment promotion.

Speaking during a webinar on tax matters organised by the Zambian High Commission in London and ZRA for Zambians living in the United Kingdom on Thursday, Mazoka said taxation remained a critical pillar in financing national development and creating an enabling environment for investment.

She said issues relating to taxation directly affected many Zambians abroad, particularly in areas such as investment, business operations, compliance and long-term financial planning.

“This engagement is therefore not only about tax administration, it is also about service, transparency and partnership,” Mazoka said.

She praised ZRA for partnering with the High Commission to provide tax information to members of the diaspora and urged the authority to maintain momentum in broadening the tax base to support national development.

Mazoka said increased domestic revenue collection was vital for financing public services and infrastructure projects that benefit all citizens.

She noted that a strong and efficient tax administration system was essential to Zambia’s economic transformation agenda and efforts to attract investment.

Meanwhile, ZRA Commissioner General, Dingani Banda, said the webinar formed part of the Authority’s ongoing efforts to improve taxpayer awareness and strengthen engagement with citizens both at home and abroad.

Banda said Zambians in the diaspora remain an important constituency whose contribution to the economy extends beyond remittances to investment and business development.

“The diaspora community forms an important part of our taxpayer education efforts and we want to ensure that they have access to accurate information on their obligations and the services available through ZRA,” he said.

Banda explained that the webinar was organised through the Authority’s Taxpayer Services and Education Department, which was established to bridge information gaps and improve understanding of tax matters.

He encouraged participants to seek guidance on practical issues such as Taxpayer Identification Number (TPIN) registration, Tax Clearance Certificates and tax procedures applicable to individuals relocating to or investing in Zambia.

The Commissioner General said future sessions would also focus on investment incentives available under Zambia’s tax framework and other measures aimed at encouraging local and foreign investment.

Banda further urged Zambians living abroad to contribute to the formulation of the 2027 National Budget and the Medium-Term Revenue Strategy by submitting proposals to the Ministry of Finance and National Planning before the June 30 deadline.

He said public participation in the budget process was important in shaping policies that supported economic growth, investment and sustainable revenue mobilisation.
