Cyber security agency warns against hate speech, cyberbullying

The Zambia Cyber Security Agency has expressed concern over an alarming increase in hate speech, cyberbullying, insulting language and other forms of harmful online content observed around the recently held General Elections.

ZCSA said online platforms have in some instances been used to promote insults, ridicule, intimidation and hateful messages, replacing civil discourse and respectful engagement.

In a statement issued in Lusaka Saturday, the agency said it was particularly concerned about the continued forwarding, reposting and amplification of such content, noting that the practice contributed to its rapid spread.

ZCSA stated that the trend may also expose individuals to legal consequences under national law.

“The Agency wishes to remind members of the public that creating, publishing, forwarding, reposting or deliberately amplifying unlawful and harmful content may constitute an offence under applicable national laws, including cyber-related legislation, and may attract appropriate sanctions where individuals are found to have violated the law,” reads the statement.

It further stressed that freedom of expression came with responsibility, and must be exercised with respect for the rights and dignity of others and in compliance with the law.

“The Agency further reminds the public that freedom of expression does not equate to the freedom to bully, insult, ridicule, threaten, harass or promote hate against others. The exercise of freedom of expression must be accompanied by responsibility, respect for the rights and dignity of others, and compliance with the law,” ZCSA said.

It urged members of the public to think before posting, forwarding or reposting potentially harmful content, desist from sharing hate speech, verify information before sharing, engage in respectful discourse, and report harmful or unlawful content through appropriate channels.

“The Zambia Cyber Security Agency calls upon all users of digital platforms to exercise responsibility, restraint and respect in their online interactions,” it stated.
