Developing Story: Former Intelligence chief, and party leader, Chungu, charged for sedition

Police in Lusaka have formally charged former Zambia Intelligence Service Chief, Xavier Chungu, for multiple offences, including violations of the State Security Act and Penal Code.

Police Spokesperson Godfrey Chilabi said Chungu, the New Liberal Democrats Party leader, faced seven counts of Communication of Certain Information contrary to Section 4(1) of the State Security Act, Chapter 111.

Chilabi confirmed this in a statement issued in Lusaka on Wednesday.

Chungu was also charged with three counts of Seditious Practices contrary to Section 57 of the Penal Code, Chapter 87, and one count of Prohibition of Publication or Disclosure of Information to an Unauthorised Person under the Zambia Security Intelligence Service Act, Chapter 109.

He said the charges related to allegations that on May 24, 2026, between 16:00 and 18:00 hours, in New Kasama, Lusaka, Chungu disclosed confidential information obtained through his official duties and uttered seditious words.

“He remains in police custody awaiting court appearance,” Chilabi stated.

He also confirmed receipt of 10 reports of suspected forgery involving academic certificates submitted to the Examinations Council of Zambia for verification by aspiring candidates.

Chilabi said the reports comprised six cases in Lusaka, one in Kitwe, one in Mansa, and two in Chipata.

Investigations are ongoing in Lusaka, Kitwe, Mansa, and one case in Chipata.

“In Chipata, one suspect has been arrested and is awaiting court appearance, while the other case remains under investigation,” he said.

Police say they have also instituted investigations into an alleged rape case in Kanyama Compound, Lusaka, involving a 22-year-old female who made allegations of sexual abuse by her father, aged 58 to 61, of Petauke District.

“The Zambia Police Service assures members of the public that the matter is being handled professionally and sensitively, with due regard for the safety, dignity, welfare, and rights of all parties involved,” Chilabi noted.

He further updated the public on the sudden death of a suspect, John Chanda, 31, found unresponsive while in lawful custody at Chinsali Central Police Station on May 26, 2026.

Police claim postmortem indicated death due to natural causes but that samples were submitted for further forensic analysis.
