Electoral commission confirms Lumezi by-election will proceed despite national mourning

The Electoral Commission of Zambia (ECZ) has confirmed that the Lumezi Constituency by-election will proceed as scheduled on June 26, 2025, despite the ongoing period of national mourning following the death of former President Edgar Lungu.

The by-election was triggered by the incarceration of Member of Parliament Munir Zulu.

In a statement issued in Lusaka on Wednesday, ECZ Chief Electoral Officer Brown Kasaro said the Commission was bound by the Constitution, which required that a parliamentary by-election be held within 90 days of a vacancy occurring in the National Assembly.

“Following media reports on the timing of the Lumezi Parliamentary by-election in light of the demise of the Sixth President of the Republic of Zambia, Edgar Lungu, the Electoral Commission of Zambia wishes to confirm that the by-election will take place as planned on June 26, 2025,” Kasaro said.

He extended the Commission’s deepest condolences to the Lungu family and the nation during this time of mourning.

Kasaro explained that any postponement beyond the constitutionally mandated timeframe would amount to a breach of the law.

“The Commission remains committed to upholding the rule of law and ensuring that electoral processes are conducted in line with the Constitution and the Electoral Process Act,” he stated.

He further noted that preparations for the Lumezi by-election were progressing as scheduled, with full respect for the prevailing circumstances and adherence to national mourning protocols where applicable.

Kasaro also announced that ballot papers for the Lumezi by-election, as well as the Fibalala Ward by-election in Milenge District and the Tuuwa Ward by-election in Sikongo District, were expected to arrive on June 19, 2025, via Kenneth Kaunda International Airport.
