Former Katuba Member of Parliament, Bampi Kapalasa, has taken four Chinese companies to the Lusaka High Court, demanding US$2.1 million in unpaid consultancy fees for allegedly facilitating mining contracts and exploration licences.
In a statement of claim filed before the court, Kapalasa cited Ganzhou Investments Limited, Huake Mining Zambia Company Limited, Neptune Iron Ore Mining Limited, and Lintai Mining Company Limited as defendants.
He claimed the companies, reportedly controlled by Chinese national Mingqing Liu, engaged his consultancy services between 2023 and 2024 but failed to honour agreed payments despite him fulfilling his obligations.
Kapalasa explained that in 2023, Ganzhou Investments Limited contracted him to assist in securing a US$1 million deal with Mpande Limestone Limited. Under the agreement, he was entitled to a 30 percent commission, amounting to US$300,000.
He stated that he successfully facilitated the necessary approvals, licences, and permits, ensuring the contract was awarded to Ganzhou Investments. However, he claimed that despite meeting all conditions, he was not paid.
On March 26, 2024, he was again engaged by Ganzhou Investments as an advisory agent for a US$3 million contract in Luanshya.
Kapalasa alleged that after facilitating the contract award, he was entitled to 30 percent of the contract value—US$900,000—but was again not paid.
“Despite repeated efforts to engage the directors, my calls and messages were ignored. I was left with no choice but to seek redress through the courts,” Kapalasa stated in his affidavit.
He further alleged that Huake Mining Zambia Company Limited contracted him in 2024 to facilitate the acquisition of exploration licences. He said he successfully secured the licences through the Ministry of Mines but was not paid the agreed US$300,000 advisory fee.
Similarly, he claimed that Neptune Iron Ore Mining Limited and Lintai Mining Company Limited engaged his services under similar terms, resulting in approved exploration licences, yet they also failed to pay the agreed US$300,000 consultancy fees each.
Kapalasa said he issued letters of demand to all four companies, but none responded, forcing him to seek judicial intervention.
He now seeks orders for Ganzhou Investments Limited to pay him US$1.5 million and for Huake Mining, Neptune Iron Ore Mining, and Lintai Mining to each pay US$300,000.
Kapalasa is also seeking interest on the amounts from the date the cause of action arose until full payment.
