Former Konkola Copper Mines (KCM) provisional liquidator, Celine Meena Nair, has taken former Ministry of Defence Permanent Secretary, Stardy Mwale, and the Anti-Corruption Commission (ACC) to court over a disputed property in Lusaka valued at K2.5 million.
According to a statement of claim filed in the Lusaka High Court, Nair alleged that Mwale breached a contractual agreement for the purchase of a leasehold property—Stand No. 20440 in Roma Township.
The court documents reveal that on April 26, 2017, Nair and Mwale entered into a written contract under which she agreed to sell the property for K2.5 million.

Mwale allegedly took possession of the property the same day as a licensee but has since failed to pay the agreed purchase price, despite multiple demands.
Nair is seeking a declaration that Mwale breached the contract of sale and is asking the court to order his eviction from the property.
She is also claiming damages for loss of use, unpaid rental income from April 2017, interest, and legal costs.
Alternatively, she wants the court to compel Mwale to pay the full purchase price.
Nair is also contesting the ACC’s decision to place a restriction notice on the property.
She says the initial restriction was issued on July 19, 2017, and was unexpectedly renewed on April 12, 2024—despite no criminal charges being brought against her.
She is now asking the court to order the removal of the restriction and to award her legal costs.
