Two Filipinos arrested as anti-drug agency goes after syndicates, uncovers cannabis farms in nationwide crackdown

The Drug Enforcement Commission (DEC) has arrested two Philippine nationals and several Zambians in connection with multiple drug-related offences in Solwezi, Lusaka, and Livingstone as part of a nationwide anti-narcotics operation.

In Solwezi District of Northwestern Province, the DEC jointly charged and arrested Ryan Balusong, 46, and Shyr John Pangan, 40 — both Philippine nationals — for trafficking in 8.1 grammes of crystal meth and possession of instruments used for administering illicit drugs.

In a statement issued in Lusaka on Thursday, DEC Public Relations Officer, Allan Tamba, said the arrests were made pursuant to Section 25(1) of the Narcotic Drugs and Psychotropic Substances Act No. 35 of 2021.

Also arrested in connection with the same case was Patrick Chiwota, a 38-year-old Zambian resident of Kansanshi, who has been identified as the mastermind behind the drug supply network.

“Evidence demonstrates that Chiwota was the mastermind behind the supply of the said drugs, along with the paraphernalia used in their administration,” Tamba said.

In Lusaka Province, the Commission uncovered a large-scale illicit cannabis cultivation scheme in the Chifwema area of Kafue District, following an intelligence-led operation.

Two suspects apprehended:

Bornwell John Mulenga, 50, of Kanyelele Village, arrested for trafficking in 86.9 kilogrammes of loose cannabisand unlawful cultivation of 12 tonnes of cannabis; and Timothy Choolwe, 38, of Mwelwa Village, arrested for trafficking in 14 kilogrammes of loose cannabis.

“These arrests were made pursuant to Sections 15 and 19 of the Narcotic Drugs and Psychotropic Substances Act No. 35 of 2021,” Tamba said.

He noted that the seized cannabis was intended for sale on the international market, particularly in selected Western countries where laws are shifting toward the decriminalisation and recreational use of cannabis.

In Livingstone District, Southern Province, DEC officers carried out another operation that resulted in a dramatic vehicle chase.

Tamba noted that two suspects attempted to flee law enforcement but crashed into a stream while trying to escape.

The suspects, identified as Eliud Ngombo, 25, and Manfred Sidamba Nyama, 30, were retrieved along with their vehicle, which was found to contain 20 kilogrammes of loose cannabis.

A subsequent search of their residence led to the discovery of an additional 14 kilogrammes of cannabis.

“All suspects arrested during these operations are in lawful custody awaiting court appearances,” Tamba said.

He reaffirmed the Commission’s commitment to eradicating drug trafficking and abuse as part of creating a safer environment for sustainable national development.
