Zambia reaffirms commitment to multilevel governance, domestication of Sustainable Development Goals

Zambia has reaffirmed its commitment to multilevel governance and the localization of the Sustainable Development Goals (SDGs).

Minister of Local Government and Rural Development, Gift Sialubalo, emphasized that sustainable development could not be achieved without the meaningful involvement of local authorities.

Sialubalo said this during a high level side event held during the Resumed Second Session of the UN-Habitat Assembly, according to a statement issued by Ministry Spokesperson Liseli Kanyanga.

He noted that localization of the SDGs was a practical pathway to ensuring that global goals translated into tangible improvements in the lives of citizens at the grassroots level.

Sialubalo welcomed the launch of the Partnership Platform on Localizing the SDGs, co-led by UN-Habitat and Italy, describing it as a strategic enabler of technical cooperation, resource mobilization, and peer learning, particularly among countries in the Global South.

“Zambia has made significant strides in decentralisation through the National Decentralisation Policy and the Integrated Development Planning system, both of which serve as key instruments in aligning local governance with SDG implementation,” he said.

Sialubalo further acknowledged the relevance of complementary initiatives such as SDG Cities and the Local2030 Coalition, which elevated the role of cities in the global development agenda.

He also highlighted the country’s emphasis on citizen participation in developmental programmes such as informal settlement upgrading and social housing, underscoring the importance of inclusive governance.

“Multilevel governance anchored in strong coordination across national, provincial, and local levels was essential to delivering impactful and accountable development outcomes,” Sialubalo stated.

He stressed the importance of strengthening institutional linkages, enhancing local government capacities, and leveraging digital technologies to build resilient and inclusive systems.
