ZAMCOM accountant arrested over K301,561 salary fraud

The Anti-Corruption Commission (ACC) has arrested and charged Charles Mubanga, an Accountant at the Zambia Institute of Mass Communication (ZAMCOM), for abuse of authority of office in relation to salary increments and promotions involving K300,000.

Mubanga, 56, of Plot No. 23287/M, Silverest, Chongwe, faces three counts of Abuse of Authority of Office, contrary to Section 21(1)(a) as read with Section 41 of the Anti-Corruption Act No. 3 of 2012.

ACC Acting Head of Corporate Communications, Chilufya Chisanga, confirmed the arrest of Mubanga in a statement issued in Lusaka on Wednesday.

Between 1 January 2018 and 31 December 2018, in Lusaka District, Mubanga, while serving as Acting Executive Director at ZAMCOM, abused his authority by arbitrarily awarding himself a 30 percent salary increment without Board approval.

“During the same period, he also allegedly promoted a staff member without regard to ZAMCOM conditions of service and without Board approval,” Chisanga said.

She further said Mubanga was accused of arbitrarily increasing the salaries of five employees beyond the nine percent approved by the Board,” Chisanga said.

Chisanga said the illegal salary increments and promotions resulted in a loss of government revenue amounting to K301,561.11.

The suspect has since been released on bond and will appear before court soon.
