President Hakainde Hichilema has expressed concern over the growing tendency to glorify individuals accused of corruption, particularly those linked to cases in critical sectors such as the Ministry of Health.
Speaking during the swearing-in ceremony of several senior government officials at State House on Thursday, President Hichilema condemned those who embezzle public funds but portray themselves as legitimate businesspeople, calling them “thieves” stealing from the Zambian people.
The President reiterated his administration’s commitment to fighting corruption and ensuring that public resources were used for their intended purposes—chief among them health and education services.
“The interest of the 20 million Zambians must be at the centre of our work. By growing the economy and prudently managing resources, we can create jobs, expand business opportunities, increase revenues, and uplift everyone—including our own families,” President Hichilema said.
Terminations and New Appointments
Pursuant to Article 270 of the Constitution of Zambia, President Hichilema has terminated the appointments of:
• Lynn Habanji as Commissioner of Lands, Ministry of Lands and Natural Resources
• Himba Cheelo as Permanent Secretary, Ministry of Fisheries and Livestock
In line with Articles 92(2) and 184(1) of the Constitution, the President has made the following appointments:
• Chibeleka Hilton Chibeleka – Permanent Secretary, Cabinet Office
• Beatrice Chilomo – Permanent Secretary, Ministry of Community Development and Social Services
• Alfred Sakwiya – Permanent Secretary, Management Development Division
• Joma Simuyi – Permanent Secretary, Administration, Ministry of Health
• Dr. Max Choombe – Permanent Secretary, Ministry of Fisheries and Livestock
• Stella Chanda Nyonda – Deputy Auditor General, Administration
• George Kanyamula Zulu – Ambassador Plenipotentiary and Extraordinary
President Hichilema challenged the newly appointed officials to uphold integrity and adopt a results-driven approach to public service.
“This country needs men and women of integrity. It is not about clocking hours but delivering tangible outcomes, such as achieving vaccination targets or boosting beef exports,” he emphasized, referring specifically to the Ministry of Fisheries and Livestock.
The Head of State also extended his gratitude to the outgoing officials for their service and wished them success in their future endeavours. He congratulated the newly appointed individuals and prayed for God’s guidance in their roles.
