Retired Army Colonel detained after dogs maul child to death in Lusaka

Police in Lusaka have detained retired Zambia Army Colonel, Webster Simwanda, on possible charges of manslaughter and reckless or negligent acts following the death of a two-year-old child who was reportedly mauled by dogs in the New Kasama area.

The incident occurred on May 23, 2025, around 11:00 hours, according to a statement issued on Saturday by Police Assistant Public Relations Officer Godfrey Chilabi.

Chilabi said police received a report from Simwanda, 59, of New Kasama, who stated that his four dogs had mauled to death a child identified as Prosper Hamaleya, son of Gift Hamaleya, a caretaker at a neighbouring property.

Preliminary investigations revealed that Simwanda had left his premises around 06:00 hours, reportedly leaving the four dogs unsecured and roaming freely in his yard.

The main gate was also left unlocked.

“This allowed the deceased and his four-year-old sister to open the gate and enter the premises in search of water,” Chilabi said.

The dogs allegedly attacked the child upon entry, inflicting multiple deep cuts on his body.

He was rushed to the University Teaching Hospital (UTH), where he was pronounced dead on arrival.

“The body is currently in the UTH mortuary awaiting a postmortem examination,” Chilabi added.

Police have since involved the Lusaka City Council in securing the dogs as part of ongoing investigations.

“The Zambia Police Service appeals to all dog owners to take full responsibility for securing their animals to avoid such tragic incidents,” he said.
