The Zambia Public Procurement Authority (ZPPA) has suspended Ntosa Investments Limited from participating in public procurement for one year due to unsatisfactory performance and poor delivery of works in a contract awarded by the University Teaching Hospital (UTH) Eye Hospital.
ZPPA Principal Public Relations Officer, Inutu Mushambatwa, announced the suspension in a statement issued in Lusaka on Tuesday, citing Section 96(g) of the Public Procurement Act No. 8 of 2020, as amended by Act No. 17 of 2023.
She said ZPPA launched an investigation into the contract following a complaint from UTH-Eye Hospital regarding the supply, delivery, and installation of two 10,000-litre water storage tanks, valued at K184,288.13.
“ZPPA established that there was underperformance of contractual obligations by Ntosa Investments Limited. For instance, ladder protection was not installed on both tanks despite being included in the supplier’s bid,” Mushambatwa said.

She added that the contractor also used polyvinyl chloride (PVC) pipes instead of galvanised pipes, as specified in the Bill of Quantities for the water line connections.
According to Section 96(g) of the Public Procurement Act, a supplier may be suspended for non-performance or underperformance of contractual obligations unless caused by force majeure.
“ZPPA has therefore suspended Ntosa Investments Limited from participating in public procurement for a period of one year, effective May 19, 2025,” Mushambatwa said.
She clarified that the suspension did not prevent Ntosa Investments from completing contracts entered into prior to the effective suspension date.
ZPPA has since issued the details of the suspension under Circular No. 18 of 2025.
