Super Soft Point suspended one year from public procurement over alleged fake NAPSA certificate

The Zambia Public Procurement Authority (ZPPA) has suspended Super Soft Point General Dealers Limited from participating in public procurement for one year for submitting a falsified National Pension Scheme Authority (NAPSA) compliance certificate.

In a statement issued on Wednesday, ZPPA Principal Public Relations Officer, Iñutu Mushambatwa, said the suspension followed investigations under Section 95 of the Public Procurement Act No. 8 of 2020 and Regulation 23(1)(b) of the Public Procurement Regulations, 2022.

“This follows a report from NAPSA concerning the submission of a non-genuine compliance certificate in a tender for the supply and delivery of staff uniforms under a three-year framework agreement,” Mushambatwa said.

She explained that the submitted document was found to be inconsistent with the official NAPSA certificate.

Mushambatwa stated that the act contravened Section 96(b) of the Public Procurement Act, which provides for the suspension of a bidder or supplier who submits false information in a bid or any related document.

Consequently, Super Soft Point General Dealers Limited has been suspended from public procurement participation effective 24th April 2025.

However, Mushambatwa clarified that the suspension does not affect any existing contracts entered into prior to that date.
