The Zambia Civil Aviation Authority (CAA) Director-General, Derrick Luembe, has officially assumed the Chairmanship of the African Flight Procedures Programme (AFPP) Steering Committee, with Senegal taking over the Vice Chairmanship position.
The announcement was made during the 11th Meeting of the AFPP Steering Committee, held from 21st to 23rd May 2025 in Lusaka.
The event was jointly hosted by the CAA and Zambia Airports Corporation Limited.
The high-level meeting convened key aviation stakeholders from across the continent to review the Programme’s progress, address emerging challenges, and chart the way forward.
In his acceptance remarks, Luembe pledged to build on the solid foundation laid by his predecessors and to collaborate closely with his Senegalese counterpart in addressing significant safety concerns related to instrument flight procedures within Africa’s airspace.
Among the key outcomes of the meeting was the endorsement of a new Programme Document, along with the approval of the Operational Plan and budget for Phase IV of the AFPP.
The Regional Director of the International Civil Aviation Organisation (ICAO) Western and Central African Office, Romain Ekoto, underscored the importance of States signing the Management Service Agreement, which was vital for ensuring the Programme’s sustainability and institutional growth.
The AFPP, established to enhance aviation safety across Africa, focuses on promoting harmonised air navigation services and addressing persistent challenges in the implementation of Procedures for Air Navigation Services – Aircraft Operations (PANS-OPS).
The meeting reaffirmed a collective commitment to the objectives of the AFPP and to building a safer, better-connected aviation future for the African continent.
The next Steering Committee meeting was scheduled to be hosted by Burkina Faso in 2026.
By hosting this significant event, Zambia is said to have demonstrated its dedication to advancing aviation safety and contributing meaningfully to the development of the aviation industry in Africa.
